In Santa Cruz County, African American and Latino youth are overrepresented in juvenile detention facilities. In 2003, African American youth represented .8% of the overall youth population, but 3.7% of youth in detention. Latino youth represented 40.5% of the overall youth population and 53.7% of youth in detention.
