Baltimore began work with the Burns Institute in late 2003. The Baltimore Advisory Board is co-chaired by Dr. Marie Washington, Executive Director of the East Baltimore Community Corporation, and Hon. David Young, Judge of the Circuit Court of Baltimore City - Family Division. The main disproportionality problem is the overrepresentation of African-American youth. Baltimore is gathering initial data and planning for the community mapping phase of the Burns Institute process.
