In both San Jose and San Francisco, the Burns Institute's work on reducing the disproportionality of youth of color in the juvenile justice system is part of a larger detention reform effort: the Annie E. Casey Foundation's Juvenile Detention Alternatives Initiative. In San Jose, the Burns Institute leads the Disproportionate Minority Confinement (DMC) workgroup of the San Jose juvenile detention reform effort. The San Jose DMC Advisory Board is chaired by Josˇ R. Villarreal of the Santa Clara County Public Defender's Office. The main disproportionality problem in San Jose is the overrepresentation of Latino youth. San Jose has selected a two-mile radius around Andrew Hill High School as the focus of its community mapping efforts. It is close to completing the community mapping stage of the BI process and preparing to move to the systems reform stage.
