Joanna Lowry is a Site Manager with the W. Haywood Burns Institute (BI). She is responsible for providing technical assistance to jurisdictions across the country aimed at advancing racial and ethnic equity in local justice systems. Joanna has extensive experience and expertise working directly with system-involved youth. She utilizes a blended approach that includes healing-informed care, building community connections and self-advocacy. Prior to joining BI, Joanna worked for the YMCA Twin Cities and Neighborhood House providing both direct service and program development. Joanna’s approach to youth program development combines both positive youth development and critical consciousness.
In addition to her direct service experience, Joanna also served as a member of the local Juvenile Detention Alternative Initiative (JDAI) and Disproportionate Minority Contact (DMC) committees in St Paul, MN. As a member of these committees, Joanna advocated to create a justice system that is restorative, equitable and community-centered. In addition, Joanna is a former board member of the West Side Community Organization (WSCO), which worked on a variety of social justice and community building initiatives. She received her Bachelor of Arts in Psychology from North Park University in Chicago and her Masters of Social Work degree from the University of Minnesota, Twin Cities.
